The first one has their MWBE, SDVOB, DBE or WBE certification sitting in a folder somewhere.
They went through the process, got the letter, maybe told a few people and then waited. For the phone to ring. For the contract to come. For someone to finally see them.

The second one keeps hearing the word "certified" in rooms and doesn't fully understand what it means — only that other businesses seem to have access to something they don't. Bigger contracts. Government work. Opportunities that never seem to make it to them.
